INFORMATIONSKRIGEN<\/h2>\n

I moderne konflikter k\u00e6mpes krige ikke kun p\u00e5 slagmarken \u2013 de k\u00e6mpes ogs\u00e5 gennem medier, sprog og politiske fort\u00e6llinger. Narrativer, billeder og politisk kommunikation spiller en afg\u00f8rende rolle i, hvordan offentligheden forst\u00e5r begivenheder. Denne kamp om fort\u00e6llingen omtales ofte som en informationskrig<\/strong>.<\/p>\n

I diskussionen om Israel-Pal\u00e6stina konflikten optr\u00e6der begreber som Hasbara<\/strong>, medienarrativer og politisk framing ofte. Men hvad betyder Hasbara egentlig, og hvordan p\u00e5virker strategisk kommunikation den m\u00e5de konflikter fremstilles i internationale medier?<\/p>\n

Som ingeni\u00f8rstuderende med baggrund i design har jeg en analytisk tilgang til komplekse emner. M\u00e5let med denne artikel er ikke at fort\u00e6lle l\u00e6seren, hvad man skal mene, men at give kontekst og fremh\u00e6ve centrale kilder \u2013 herunder det politiske dokument Hamas Charter 2017<\/strong> \u2013 s\u00e5 l\u00e6seren selv kan unders\u00f8ge materialet og danne sin egen vurdering.<\/p>\n

HVAD ER HASBARA?<\/h2>\n

Ordet Hasbara<\/strong> kommer fra hebraisk og betyder direkte oversat \u201cforklaring\u201d. I moderne politisk kommunikation bruges begrebet ofte om Israels offentlige diplomati og kommunikationsstrategi i internationale medier.<\/p>\n

Tilh\u00e6ngere beskriver Hasbara som et legitimt redskab til at forklare Israels politik og sikkerhedssituation for et internationalt publikum. Kritikere mener derimod, at det fungerer som en koordineret kommunikationsstrategi, der har til form\u00e5l at p\u00e5virke den globale fort\u00e6lling om konflikten.<\/p>\n

Uanset perspektiv er Hasbara blevet et centralt begreb i analysen af den informationskrig, der omgiver Israel-Pal\u00e6stina konflikten.<\/p>\n

GLOBAL LANGUAGE DICTIONARY OG STRATEGISK KOMMUNIKATION<\/h2>\n

I moderne politisk kommunikation anvendes ofte interne retningslinjer for sprogbrug og budskaber. Et eksempel, der ofte diskuteres i forbindelse med Israel-Pal\u00e6stina konflikten, er det s\u00e5kaldte Global Language Dictionary (GLD)<\/strong>.<\/p>\n

Dokumentet beskriver anbefalede formuleringer og strategiske budskaber, som kan anvendes i offentlig kommunikation om konflikten. Form\u00e5let med s\u00e5danne retningslinjer er at sikre en ensartet kommunikation p\u00e5 tv\u00e6rs af medier, politiske institutioner og interesseorganisationer.<\/p>\n

For kritikere er s\u00e5danne dokumenter et eksempel p\u00e5 strategisk narrativ styring. Tilh\u00e6ngere ser dem som en almindelig del af politisk kommunikation og offentlig diplomati.<\/p>\n

HVAD ER HAMAS?<\/h2>\n

Hamas er en pal\u00e6stinensisk politisk og milit\u00e6r bev\u00e6gelse, der blev grundlagt i 1987 under den f\u00f8rste intifada. Organisationen kombinerer politisk aktivitet, socialt arbejde og v\u00e6bnet modstand mod den israelske bes\u00e6ttelse.<\/p>\n

I mange vestlige lande klassificeres Hamas som en terrororganisation, mens andre akt\u00f8rer beskriver bev\u00e6gelsen som en modstandsbev\u00e6gelse. Disse forskellige betegnelser afspejler netop den informationskrig og de narrativer, der pr\u00e6ger konflikten.<\/p>\n

HAMAS CHARTER 2017<\/h2>\n

I 2017 offentliggjorde Hamas et politisk dokument, som opdaterede bev\u00e6gelsens officielle positioner. Dokumentet beskriver Hamas som en pal\u00e6stinensisk national befrielsesbev\u00e6gelse med islamisk reference.<\/p>\n

\u201cHamas affirms that its conflict is with the Zionist project, not with the Jews because of their religion.\u201d<\/p><\/blockquote>\n

Dokumentet understreger ogs\u00e5, at bev\u00e6gelsen ser sin kamp som rettet mod det zionistiske projekt snarere end mod j\u00f8der som religi\u00f8s gruppe. Samtidig fastholder dokumentet kravet om pal\u00e6stinensisk selvbestemmelse og retten til modstand mod bes\u00e6ttelse.<\/p>\n

INTERNATIONAL RET OG BES\u00c6TTELSE<\/h2>\n

Flere internationale organisationer \u2013 herunder FN, Den Internationale Straffedomstol (ICC), Amnesty International og Human Rights Watch \u2013 beskriver de pal\u00e6stinensiske omr\u00e5der som besatte territorier siden 1967.<\/p>\n

I 2004 konkluderede Den Internationale Domstol (ICJ), at opf\u00f8relsen af Israels separationsmur i de besatte omr\u00e5der var i strid med international ret.<\/p>\n

Debatten om international ret, bes\u00e6ttelse og selvforsvar er derfor et centralt element i den politiske og juridiske diskussion om konflikten.<\/p>\n

Israel has no right to self-defense as an occupying state.<\/p>\n

The 2004 International Court of Justice (ICJ)\u00a0ruling\u00a0<\/a>decreed that Israel, as \u201can occupying power,\u201d had no right under\u00a0international law<\/a>\u00a0to build a separation wall in occupied Jerusalem. However, as with their usual approach, Tel Aviv ignored the ruling.<\/p>\n

Despite Israel’s attempts to ignore international law, many prominent organizations and international bodies \u2014 including the\u00a0International Committee of the Red Cross<\/a>\u00a0(ICRC), the UN\u00a0Independent International Commission of Inquiry on the Occupied Palestinian Territory<\/a>, the UN\u00a0General Assembly<\/a>\u00a0(UNGA), the\u00a0European Union<\/a>\u00a0(EU), the\u00a0African Union<\/a>\u00a0(AU), the\u00a0International Criminal Court<\/a>\u00a0(ICC),\u00a0Amnesty International\u00a0<\/a>(AI), and\u00a0Human Rights Watch<\/a>\u00a0(HRW)\u2014 all argue that Israel has occupied Palestinian territories, including Gaza, since 1967.<\/p>\n
